Since it only affects powers with the Healing trait that recharge cards, its effect is pretty minor.

Invigorating Kukri
Ring of Regeneration
Staff of Minor Healing (if you manage to have one in S&S)
Shuffle, not Recharge:
Potion of Healing
Cure
Holy Feast
Crystal of Healing Hands
Recharge, not Healing:
Impossible Bottle
I can understand using the defined game terms rather than a colloquial "powers that heal," as my group usually refers to them. Should it hurt recharge and shuffle powers, or is it as intended?

Sometimes powers on a card exist simply because they translate effects from the roleplaying game, even if those translations don't have a lot of value in a particular card game AP.
