The formula for prestige classes appears to assume your first level of your prestige class is your 8th character level.
That's why you get a +1 to your good saves at 1st(8th), 3rd(10th), etc. and a +1 to your bad saves at 2nd (9th), 5th (12th), etc.
but some prestige classes can be reached prior to 8th level, like the dragon disciple (level 6), the shadowdancer (level 6), and the duelist (level 7).

Like the vast, vast majority of them. That doesn't mean the math isn't set up that way. It's the only level that fits the pattern.
