i understand that the +2 to strong saves at first level was dropped from prestige classes, but why do prestige classes' strong saves increase at odd-numbered levels when base classes' strong saves increase at even-numbered levels?


The formula for prestige classes appears to assume your first level of your prestige class is your 8th character level.

That's why you get a +1 to your good saves at 1st(8th), 3rd(10th), etc. and a +1 to your bad saves at 2nd (9th), 5th (12th), etc.

Like the vast, vast majority of them. That doesn't mean the math isn't set up that way. It's the only level that fits the pattern.
