The rules are "whatever your GM says". Because any kind of custom magic item requires GM approval. If you want an approximation, I still can't do that. The spell duration is "1 min/level or until discharged". This means that there's no good way to make a continuous version of it.
The closest approximation would be at-will quickened moment of greatness, 5x9x1800 or 81,000. That version would take your swift action every round but would still work in a 50 foot burst instead of on just one target.
Alternatively you could price it based on the best case use of it (strength bonus, saves, attack bonus?) which would be 1,000 x bonus^2. So for a bloodrager/barbarian that would be 64,000 (+8 strength). Maybe 100,000 (+10 Con with Raging Vitality).
So it looks like somewhere between 50,000 and 100,000.

This sort of falls under the same paradigm as the continuous True Strike that's called out as a rules example of "way too powerful to price using standard means".
With that said, BBB's second strategy is probably best. High-end without outside assistance comes to +8 Strength, +10 Con, +4 Will save, +1 Ref/Fort save, +1 attack, +1 to all skill/ability checks (by using a cracked green prism ioun stone). Probably more that I'm missing but it's a start. A constant version of the spell would presumably have all effects always active. As such:
+8 Str: 64,000
+10 Con: 100,000
+4 Will, +1 to other saves: Gets tricky. The basic formula is Bonus squared x 2,000 gp. However, that's meant for a bonus to all saves rather than just one. We'll assume that all saves are equal, so a +1 Fort would just be a third of that. Hence: 4^2*2000/3+1^2*2000*2/3=12,000
+1 attack: Interestingly, not listed. I also can't think of any easy pricing match, since most ways to grant attack bonuses have a scaling price. Totally arbitrarily, we will price this at 1,500
+1 to all skill/ability checks: 100 gp times the number of skills in the game + 600 for all ability checks. Counting Craft, Perform, and Profession only once each, there are 35 skills. Hence, 4,100
Total then:
181,600
This is frankly something of a low-end estimate since it's not hard to get a Heroism or Greater Heroism rolling at this level. It would probably be safe to assume that you're talking artifact prices.
