Been trying to think of a good source for some custom characters to tackle Skull & Shackles, and decided to try bringing to Golarion a few favourites from Firefly.

River was the trickiest to design- I wanted something very powerful, but also highly unpredictable (hence why I've not gone for standard dice distribution etc, but a serious danger of accidentally evading your encounter, and wasting a turn)
River – Female, Human, Rogue
Favoured card type: None
Str – D10 – Mel +3
Dex – D10 – Acro +2
Con – D6
Int – D12 – Arc +2
Wis – D6 – Perc + 3

Proficient with Weapons. light armours
When you encounter a card, roll a d6 ([]d8) ([]D10) – on a one, your encounter is evaded.
If you fail a check, you may bury a card to reroll all dice ([]and add d4). You must take the second result.

I understand the desire to try something different, possibly outside the box for such a strange character. I don't think this is the solution.
A 1 in 6 chance to evade an encounter (not even fail!) Is nowhere near enough to make up for a flat-out broken skill set. I feel if there was ever a character that warranted the Finesse power, it's this one. I'd tank her strength, and give her Melee: Dex+2 with finesse weapons.
I'd also consider making the first power a bit more activated (Maybe not the most accurate, but maybe think of it more as when she pushes herself she risks withdrawing, but when she acts normally there's no issue) Something like: When she would explore her location, she can instead examine the top 2 cards of the location, and choose one. Roll a d6 (d8) (d10), on a 1-2 evade the card, otherwise encounter it. Therefore, she's a psychic who sees what's coming, but if she uses it, she has a chance of breaking. I feel it still works with the character, and has a higher risk of failing, but you don't necessarily have to leave it up to luck.

Ok, this still needs work, but I thought I'd put up v2, save people repeating comments on the old version.

Dex D10 - Acrobatics +2, Stealth +2 (probably barefoot)

For your check that has or is against a card that has the Finesse trait, you gain the skill Melee: Dexterity +2 ([]+3)
On your turn, instead of your first exploration, you may look at the top 2 ([]3) cards of your location deck and return them to the top in any order. If you do this, roll a D6 - on any result except 1, encounter the top card of your location.
Second power is a bit wordy, but I think it's the right direction. I'm going to need to test it out a bit, see whether the dice size is right / whether it needs to have a higher/lower chance of failure. Thanks Isaic for the inspiration.

I like the power (though I guess that's obvious, since I recommended it...)
You do still have 44 points in dice, which is still high, but may be close enough to test with. I agree on stealth, it makes perfect sense for her.
I'm not sure why you got rid of the second power you'd given her earlier. I feel you probably need something else (I can't think of a character that had the finesse ability but didn't have 2 others). Your original one might be too strong, but it also might be worth testing. I'm not sure.
