T1, yes, but you can have "moderate" extracts at T1, can't you? A Journeyman's Smokestick requires "Moderate Aromatic extract, which is not what Tansy is listed as providing. Just because something requires an "aromatic" doesn't mean that Tansy will work. Though it might get added to a "Strong Sedative" for a different T2 recipe.

It's only Weak Irritant or Weak aromatic, so I don't think it is useful for the Journeyman and Master recipes. I could easily be wrong, though.
Yup. Most Tier 2 refining requires a mix of T2 *and T1* stuff. Most Tier 3 refining requires a mix af T3 *and T2 and T1* stuff. Beast pelts and animal pelts, for example, will be needed by my tanner all the way through into T3.
