Instead having:
7th: Dragon Form (1/day) as Form of the Dragon 1
10th: Dragon Form (2/day) as Form of the Dragon 2
You'd have:
4th: Dragon Form (1/day) as Form of the Dragon 1
7th: Dragon Form (2/day) as Form of the Dragon 2
10th: Dragon Form (3/day) as Form of the Dragon 3
Point is to get Form of the Dragon 3 instead of capping at Form of the Dragon 2. Granted if you're a sorcerer, you can ALWAYS cast the actual spell and/or make an item that allows you to use that spell, but still...

Depends on the game.
It's a bit of a power up to the PrC. But in some campaigns that may be needed.
The thing you need to put aside about houserules, is the need for some kind of public consensus. If the houserule you have works for your game, than it works. Even if 99 percent of the paizo board lambast it to death, it doesn't matter if it works for your group.
I assume the reason it is the way it is, is to keep bardic or other spontaneous entrants into the PrC, from equalling actual Dragon-blooded sorcerers in the dragon form department, something you may need to consider.
