RAW, yes. However, the FAQ reads "You count as your own ally unless otherwise stated or if doing so would make no sense or be impossible. "
This is one of those situations that seem like it would make no sense. Ask your GM.
I think so too, because it "grant ability to smite evil" to paladin who already have an ability to do so.
But by strict reading of RAW it seems to work.

"Aura of Justice (Su): At 11th level, a paladin can expend two uses of her smite evil ability to grant the ability to smite evil to all allies within 10 feet, using her bonuses. Allies must use this smite evil ability by the start of the paladin's next turn and the bonuses last for 1 minute. Using this ability is a free action. Evil creatures gain no benefit from this ability."
This means you slap a 10-foot radius wire template over the battlemap and everyone in this circle gains smite evil, including the paladin. Note that it's a free action which allows the paladin to do a full attack immediately or move away and attack (using his newly activated smite). As long as his allies go hit something evil before the paladin's NEXT ROUND, they are good to go and they keep the smite evil for 1 min (i.e. 10 rounds of smiting total)
Edit: the only drawback (if you can call it a drawback) is for the paladin-- normally his smite effect remains until the target of the smite is dead, but with aura of justice, his smite only lasts 10 rounds.

In your example, the paladin hasn't yet declared a smite, they've just given everyone the ability to declare a smite. The paladin must still use his swift action to use the smite he just granted himself.

There is no requirement at all that the Paladin's allies actually be hitting anything. They simply need to use a swift action to start "smiting" within the next round.
Also, I interpret Aura of Justice as having the Paladin expend two uses, as a standard action, to grant a 1 minute smite to all allies, including herself. Keep in mind, the Paladin must then immediately use her swift action to declare her own 1 minute smite, because if she waits, the opportunity expires at the beginning of her next turn.
Most fights last fewer than 10 rounds, so a 1 minute smite is as effective as a regular smite for the Paladin. Thus, effectively the expenditure of the second smite is giving smite to everyone. HOWEVER, for fights going longer than 10 rounds, if the Paladin was to want to continue smiting, she would need to expend yet a third smite opportunity to do so.

Without the text specifying that "Using the smite ability is a free action", that applies to the aura of justice, not the smite granted by the aura of justice.

Sure enough, so a free action to "Aura of Justice" and then would you interpret it that everyone then uses frees, or swifts, on their turn to activate their individual 1 minute smites?

Once per day, a paladin can call out to the powers of good to aid her in her struggle against evil. As a swift action...
Emphasis mine. So swift on each characters turn to activate it.
