Do swashbuckler levels count as fighter levels for feat prerequistes before they reach swashbuckler 4?

Do swashbuckler levels stacks with fighter levels for this purpose?

Does the 4th level character in the subject qualify for Weapon Specialization?

I believe the intent is that all Sw levels count as F levels. But I can see how the placement of the subject sentence in the Bonus Feat paragraph can cause confusion since Sw's don't get the Bonus Feat till 4th level.
