Can I go get something inside a protable hole while wearing a bag of holding, efficient quiver, handy haversack or similar item?
Can it be done safely without the consequence of :"If a bag of holding is placed within a portable hole, a rift to the Astral Plane is torn in that place."

I think JoeJ is wrong here. when you place a Bag of Holding inside a Portable Hole only the Bag of Holding and the Portable Hole dissappear. So you see, you would be totally safe! Don't do it the other way around though.
I'm not sure about Efficient Quivers or Handy Haversacks. They aren't specifically mentioned. I do recall that Handy Haversack mentions that it functions much like a Bag of Holding so be carefull with that.
And if you ever want to get rid of that pesky Tarrasque, just send in your Unseen Servant with your Bag of Holding and your Portable Hole.

If you have a handy haversack, it ceases to function while inside of a portable hole, but nothing else bad happens. Same with an efficient quiver, or any other extra-dimensional space. This is specified on pages 500-501 of the Core Rulebook.
There is one exception. If a bag of holding goes into a portable hole, both go to the Astral Plane and are forever lost. Presumably, if you are inside the portable hole, you are also forever lost.
If a portable hole is put inside of a bag of holding, that's when a gate to the Astral Plane gets opened up.
Speaking of bags of holding, they are also the easiest way to kill someone and make it literally impossible to revive them (at least, with the rules so far).
1. Knock someone unconscious.
2. Give them a Clear Spindle Ioun Stone and an Iridescent Spindle Ioun Stone, so that they can survive without food, water, or air.
3. Bury them in cement, and wait for it to harden.
4. Place them in a bag of holding.
5. Stab the bag of holding with a dagger.
If they are a creature that can age, eventually they will die of old age and be dead forever. If not, then they are effectively dead forever, but they have to live for eternity buried in cement.

Extradimensional Spaces
A number of spells and magic items utilize extradimensional spaces, such as rope trick, a bag of holding, a handy haversack, and a portable hole. These spells and magic items create a tiny pocket space that does not exist in any dimension. Such items do not function, however, inside another extradimensional space. If placed inside such a space, they cease to function until removed from the extradimensional space. For example, if a bag of holding is brought into a rope trick, the contents of the bag of holding become inaccessible until the bag of holding is taken outside the rope trick. The only exception to this is when a bag of holding and a portable hole interact, forming a rift to the Astral Plane, as noted in their descriptions.
