Is there an item, feat, spells, etc that can modify the % on reincarnation

Got two questions actually.

1) as in the title, is there an item, feat, spells, etc that can modify the % on reincarnation?

2) if it doesn't , how would you create a custom item (maybe by using wish or miracle)that would allow some modification on the roll...basically, how would you cost it, requirement to create it, and % modifier range (± X %)?

Context: the players have a druid and they are using reincarnation quite a bit...but would like some minimal control on what they can reincarnate the dead into...

Players suggested different levels of power for such an item (lesser =3%, normal=5%, greater = 7 %)

For example, with a lesser item that could allow this , a roll of 35 could be modified yo yield a result between 32 and 38%.

There's an item, salve of the second chance, that allows the preference of two rolls on the table if used to reincarnate someone during a new moon. Handy insurance policy for any character in case a divine caster is unavailable.

I wouldn't even begin to know how to price an item that modifies the percentile roll.

There's also wish/miracle, but thats the 'easy to say' way
Simply state your wish so that it reincarnates you as desired
