Fire-forged Steel question

if a monster with the "heat" special ability wields a fire-forged steel weapon, does it trigger the weapon's property?

Yes that should work. Every round the heat ability would deal 1d6 "damage" to the weapon and for every 10 points of damage it does, you'd get 2 round of 1d4 fire damage, and much more effective if you have fire-forged armor too.
