don't have a lot of money for modules? They are like 1$ to 3$ right now in the paizo store, they are having a big sale 90% off...but anyway:
A scarecrow worshiped as an idol by a community where the villagers sacrifice, travelers/adventurers into their field to the scarecrow for better crops.
Lol yea I know about the sale but trying to save up for a certain smashing of brothers at the moment.

Children of the corn anyone?
I like escalation style Zombie apocolypse.
The limited resources in low levels help make these a blast, for a twist, I always throw in zombie animals (my party really freaked out when the Zombie Bull started battering down the wall of a house a llowing other zombies to crawl through.
2 things that make this successful:
1. add a Supernatural fort save dc 12 or slowly transform into a zombie from any bite or claw inflicted wound.
2. Throw in innocent people, as long as your party is composed of mostly good aligned characters, they will be compelled to protect them. Simple zombie encounters become much more dangerous and entertaining when you're not just out for yourself. Children make exceptionally good candidates for this as parties tend to develop emotional attachments to child NPC's in my experience.

I was considering doing something like that and doing some interesting zombies...although I believe the plague zombie already fills the "infects you with virus" void, but I assume you mean a weaker version of a plague zombie.

I'm writing a short Halloween game for some friends right now, and I'm including a lot of haunts, some from Paizo and some from a couple third party publishers. There are a lot of really cool haunts that are a little too powerful, but it's pretty easy to tone down the effect while keeping the same flavor of the haunt. The d20PFSRD has a fairly large selection of haunts, so you don't really need to but anything extra. I highly recommend using them. Cool flavor, and not usually deadly.

I just add that to the stock zombies from the bestiary and bump the CR to 1.
Notable Zombies I have used that inflicted extreme Panic have been the packs of Zombie Dogs, the Zombie Bull, and the stealthy Zombie House Cat.

Yea I was considering doing some unexpected zombies and such, like maybe some dark creepers or tatzlwyrms.....Maybe use a tanniver from Bestiary 4 as the cause of the plague to build a campaign out of it.

Frozen Wind is a survival horror one-shot module for the Kaidan setting of Japanese horror (PFRPG) and its a free PDF download - is that cheap enough?
There are several other one-shots for Kaidan that aren't so expensive...
Haiku of Horror: Autumn Moon Bath House is $2.99 for a very creepy overnight encounter with haunts and ghost, inspired by The Grudge movie.
For $4.99, there's the very creepy and very dark, Up from Darkness - PC's with amnesia and awakening in a tomb...
Another thought, there are several associated haunts per storyline, but here's a collection of haunts with deep and creepy back story, with some unique undead creatures to create an extended encounter or a full module from the material available, called #30 Haunts for Kaidan for $3.99
Read the reviews, these are all of high quality, and unique creepiness found in authentic Japanese ghost stories...

You could also do a horror movie styled encounter. for instance think Jason, Freddy, Micheal Myers were everyone is level 1 trying to get away from a supernatural serial killer. something that it would take multiple encounters to either defeat the killer or get away from him for good. and don't be afraid to kill the players. we did something like this last year. and also did a Werewolves vs Vampires campaign leading up to it.
