Can I add An armored kilt to a set of Full Plate, or other heavy armor?

The description is weird for the armored kilt, but can I add an armored kilt to a set of armor (I would pick heavy armor) for a +1 to that armor. IE, I have a set of Full Plate Armor, and I have an armored kilt for my fighter. Could I wear both, at the same time, and if I could, would that provide me with a +10 to AC??

It don't say "don't change your encumbrance", it say "has no effect".

You can add it but it doesn't do anything but change the looks. Most likely it would not look good.
