Witch's 'Scar' Hex

So, I have some questions about the scar hex for UM.
Can you cast mage armor on the scarred target as if you were next to it?
And what spell should I use that lets me just see through the scarred target.

It only increases the witches hexes range.

Witness will let you see through another's eyes.
