Kitsunes are now legal for play. You dont need a boon to make a Kitsune character.

To create an aasimar, dhampir, fetchling, grippli, goblin, ifrit, KITSUNE, nagaji, oread, suli, sylph, tiefling, undine, vishkanya or wayang character, you must have a Chronicle sheet that opens the race as a legal option at character creation."

You no longer need a Chronicle Sheet for kitsune as of GenCon 2014. You simply need the Advanced Race Guide (or another source) as the source requirement and you are good to go.

Step 2: Race and Class
Select your character’s class and race from the choices offered in the Core Rulebook. You may also select kitsune, nagaji, tengu and wayang as your character’s race with access to the proper Additional Resources book. Other races are not legal unless the character’s Chronicle stack includes a race boon.
Page 7 of the guide is what you are looking for. Somehow it slipped through the additional resources.

I would suggest that the Guide to Organized Play trumps Additional Resources.
