Lots of posts on similar things (I had another search under "1 round duration") most reference the quote on CRB p.178 which states;
CRB wrote:
When the rules refer to a “full round”, they usually
mean a span of time from a particular initiative count
in one round to the same initiative count in the next
round. Effects that last a certain number of rounds end
just before the same initiative count that they began on.
So I guess that answers that.
Personally I think the descriptor should be "This ability lasts for a number of rounds equal to 1/2 your cleric level (minimum 1 full round).
Which would clear it all up and make such effects/spells etc. easier to use.
