4 players, 15 point buy. IF you do that, you wont have the tea party situation Sebastian talks about above. Anyhting outside that range and you need to start adjusting the difficulty. One extra PC in a party is far more power at mid to high level than a few extra bad guys.
Also remember that creatures will respond to situations and reinforce areas. In the later APs they get much better at explaining what might happen here.
I've run a couple of them at higher levels now, where the CR system is extremely wonky. In those cases I merged encounters together in waves of reinforcements as creatures from other areas responded to combat. With my party at 20 point buy and with 5 or more players, this was essential.

Yeah, I used 25 point buy because I like it to be really epic and 15 really doesn't allow for the fantastic heroes.
So I have 6 PCs at 25 point buy. I adjusted everything accordingly, and at the end of Part 2 of "The Worldwound Incursion", I seem to have it handled easily enough.
Thanks for the responses. If I hadn't known about what it was intended for, adjusting the encounters would have been impossible. Thanks you all kindly.

I think the books themselves give advice on how to run it without mythic levels. Based on the same 15 point 4 player model. If you read through them, each one has a section that explains how to handle it.
I believe the last book says attempting it without mythic levels may be close to impossible. I haven't got any data to back that up though.
