[Technomancer] Technic Spell Mastery: Remove Radiation?

I was looking over the Technomancer in the PRD, and I noticed a hiccup in the Technic Spell Mastery ability. It states that the Technomancer can add spells to his spell list if they are not already, at the level a wizard can cast them. But what about spells such as Remove Radiation, which cannot be cast by wizards, who would likely be going into the PrC? I presume it would be added at 4th level, since all the other casters that get it cast it at that level, but, by RAW, a Wizard/Technomancer could not cast that spell.

It seems a fair houserule, but I'm not sure what was intended here. My first thought when I encountered that rule was that it was to help out Witches who chose the class so they wouldn't be locked out of tech spells if they chose to specialize in the subject through this prestige class. It makes sense that Wizards shouldn't be locked out of any tech spells, either, if they pick the PrC.

Another oversight/editing error is Memory of Function spell (pg. 10). It has a listed duration of Instantaneous, but the spell text says: "Timeworn
technology restored with this spell does not suffer any chance of glitching, and can be recharged as long as the spell persists. When the spell’s duration expires, the object returns to its broken or drained state, and any unused charges bestowed by this spell are lost."

But there is no duration! Per the stat block, this permanently turns a timeworn tech item into a fully functional, good as new one. Powerful? Sure, but it's a 7th level spell and requires 10k in material components. My guess is there was a version of this spell that had a (hopefully long) duration, then someone changed it to be a permanent (instantaneous) fix without modifying the spell language.

I heard that was supposed to be two spells, one with a duration and one that was instantaneous, but with the expensive material component. Along with the Savage Technologist rage oversight, makes me think they rushed the book out, like with the ACG. Not NEARLY enough oversights for that, though.
