Botfly Swarms and Wreck of the Infernus

The second paragraph of "during this scenario" says

"When you defeat a Botfly Swarm, do not banish it; instead, shuffle it into a random other open location."

What do you do when you defeat a Botfly Swarm at the only open location? We ended up deciding to banish them, but I wasn't sure.

If there are no valid locations, then just banish it as normal.

Not having seen the cards yet, that is what I'd do. Like you said, there is not other open location, so its power doesn't apply.
