Unfortunately the Dragon Empires deities haven't been explored in regards to deific obediences. I'm hoping that eventually we'll get a Campaign Settig or Player Companion follow up that gets into that but Tian Xia really doesn't seem to be a priority at the moment. If you'd like to substitute things though, Iomedae would be a good place to start.
