From what i know there is no normal tool for heal skill. Healer's kit is automatically masterwork tool. My question is: did you suffer -2 penalty for using skill without healer's kit with improvised tools? If yes that means you can only have +2 or -2 to skill checks never +0, yes? Rules says about penalty only in spacial case of Treat Deadly Wounds action. Did that means other action are penalty free?

I believe the problem is that you are laboring under a misconception that use of the Heal Skill requires a "tool", or a Healer's Kit. There is nothing in the rules that says this.
Use of a Healer's Kit is only mentioned in two places -
1. Treat Deadly Wounds states that it requires 2 uses of a Healer's Kit to perform this aspect of the Heal Skill and provides a penalty if you don't have the required uses available.
2. The Healer's Kit description (and the Special Section of the Heal Skill) says you get a +2 circumstance bonus when using a Healer's Kit. It says nothing about taking a -2 penalty if you don't have one.
That's it.
I'm going to guess that you are reading the rules for Artisan Tools which say that when you use a Craft Skill without the proper tools, you need to use improvised tools which give you a -2 circumstance penalty. You should note that Heal is NOT a Craft Skill.
Note that while there are "tools" available for virtually all skills that give a +2 circumstance bonus on use of the skill, they are not always "Artisan Tools". The -2 penalty only exists for Craft Skills. Just because you can have a tool that provides a +2 bonus on a Knowledge Check, or on a Heal Check, or an Acrobatics Check, doesn't mean these skills suddenly start taking a -2 penalty when you don't have the tool.
As an aside, Thieves' Tools, like Artisan Tools, states that you get a -2 penalty if you don't have the tools. So that's another skill that needs tools.
Off the top of my head, I don't think there any others, except that some skills (or some uses thereof) may not be usable without the proper tool - like someone with Perform (Keyboard Instruments) Skill trying to play a piano without a piano (musical instruments).
