Note that the rules for cybernetics are in the Technology Guide. A lich, even though lacking a Con score, does have an Int score and can have implanted cybertech.
Best bet (at the moment) is to stat up a lich normally and then add cybernetics as part of the "gear."

The issue is that, looking at Alling Third's illustration, not all of his stuff is in the Technology Guide

Now that I've had a chance to read the Numeria Campaign Setting book, you may want to look at using the expanded rules for Building and Modifying Constructs in Ultimate Magic. Adapting the Bioconstruct and/or Construct Armor modifications (as well as either Arcane Armor Training/Mastery or Still Spell) may be more appropriate to Alling Third specifically.

An A.I. Lich might be significantly terrifyin; something that has dozens of housing units sothat it can shift its consciousness to and from as well as robotic, undead minions to animate. It'd be sweet to explore some abandoned complex, only to have cyber-Lich wake up and start animating the place. Then have it animate its main body and join the attack with chainsaws and lasers.
