Movement and stilts

Rules Questions

A player wants to make an acrobatic character that fights with stilts (ultimate equipment page 73) as an improvised weapon, and wear them at pretty much all times. They have not decided what class to play yet, but they are planning to either take fighter so they can burn free feats on fleet, or to pick a class that gets a speed boost already.

My question is this, if the player is a medium race with a speed of 30, stilts say their movement is reduced to 20. What if their base speed is 40? Should I assume that the speed change works just like the one from armor where speed is 75% of base rounded down?

If it does work like armor, or even if it doesn't, what happens to their speed if they wear medium or heavy armor while wearing the stilts?

It is a reduction of 10 feet, not really a percentage. A creature with 40 foot movement in heavy armor still moves 30 feet. I'd also stack it, so if he's got a 40 foot movement and armor and silts, his movement will be 20 feet.

I should clarify: the stilts description says your movement speed is reduced to 20 from 30, or to 15 from 20. That was why I was comparing it to armor which in most places uses the same or similar wording for the speed reduction.

There was a combat near the beginning of Paizo's savage tide 3.5 adventure path that features clowns on stilts who were sneak attacking us with splash weapons. I know, right? The stilts allowed them to ignore difficult terrain caused by the people on the crowded streets. Since they were balancing though, I took out with by sneak attacking them (lost dex to ac) and we knocked another one into the river.
