Settlement stats and what they mean?

Im building my own settlement and have all the stats (eg. Corruption, Crime, Economy, etc) and under the descriptions for each one it modifies something different. My question is when it says it mods something does that effect the PC's skills, NPC's skills, or what? Guess I just need someone to explain it a lil better for with maybe an example of how it works if possible.


Modifiers affect skills (positively or negatively) depending on the size of the town.

A profession check in a town with -4 Economy, for example, is 4 lower than the sum total. In a town with +4 Economy it is 4 higher.

In the case of Crime, the modifier negatively affects Sense Motive. Thus -4 Crime makes it 4 points easier while +4 makes it 4 points harder.

It affects ALL skills of ALL people in the city.
