Bastards Masterpiece

So, Bastards of Golarion, per the additional resources allows "Misc.: the bard masterpiece on page 27 is legal". The sidebar with this masterpiece starts "The following bardic masterpiece is available to unfortunate bards.." (unfortunate' being a role, I believe... I'm new to roles). Does that text make this ONLY usable by bards of that role, or is that just a recommendation of thematics, with the additional resources allowing it for all bards?

It should be usable by any Bard. The Unfortunate is just a theme.

The Unfortunate is not a feat choice or racial choice, it is just a theme as R2D2 mentioned, any bard should be able to take the masterpiece.
