If I understood correctly it's the NPC Codex using monster races
It is that and also Advanced Race Guide for monsters races (though not really supportive of PC Monsters...as that might indicate) in that they have new archetypes, feats, items, magic items, and spells for each of the monsters.
It also has quick class templates so you can add the favor of a class to a monster without actually have to do a full build.
It is a very useful book that makes the game easier to run in certain ways.

That's about what I did when I was a kid. The internet wasn't as big - or as cheap - in the early/mid-90s and most of my relatives didn't have it.

Making Nations each of my nations has a unique theme that I love thinking up.
Same here, the nations are always fun to give themes to, like in my homebrew setting there's several locations where the barriers between planes are thinned and even an area under siege from the Plane of Fire.
