She's the draconic protector of Kenebres. She's been protecting the city for decades... was actually corrupted slightly during an incursion into the WorldWound which resulted in her gold dragon mentor going out to help purify her.
She may be listed in Dragons Revisited.

Alright, so I'm DMing WotR and I've got this silver dragon (my favorite kind) who fights and dies in the opening "cutscene", if you will, and I wanted to know more about who this dragon was and her relation the Kenabres besides smiting evil. I have found close to NOTHING about her other than the fact she exists, no back story or real mention in the Kenabres history section or anything. Who on earth is this damn dragon!? Someone please provide me with the backstory! =(
She gets mentions in The Worldwound and Dragons Revisited campaign setting books. Nothing greatly expansive, a mention in the Worldwound book and a page or so in the Dragons book. Most of the details are left up to the GM to customize as much or little as needed.
