Acquiring Allies in "The Poison Pill"

The Poison Pill scenario card says "add two to your check to acquire an ally". Does this mean "add two to the die roll" or "add two to the "check to acquire" number on the card? The former would make it easier to acquire allies, the latter would make it more difficult. I think the former is what's intended, but I'm not sure what gave me that impression, and the wording is, to me at least, unclear.

Add two to your roll. When they want the check to be harder, they will use the phrase "increase the difficulty...".
