Mass Combat and Will Saves

Hullo,

So I have a question about the "Beyond the Kingdom" sidebar in the mass combat rules. Basically it tells me to substitute a Will save for a Loyalty check if we aren't running a kingdom.

My question is, which modifier do I add to the Will save? The army's Will save modifier? The commander's Will save modifier? Something else?

Considering that the DC is set by the party APL using the saving throw DC for an appropriate CR creature, I'd go with the commander's Will save.
