If a lich casts a touch spell, does the lich's normal touch attack damage apply on top of the effect of the touch spell upon a successful hit? Or does the damage only apply if the lich is making a touch attack alone?
I don't want to give the lich unfair advantage, but I don't want to limit its capabilities either.

I think it depends on whether or not the Lich's negative damage touch is considered a Spell like ability. It doesn't really say and since it's special touch also carries the (Su) Paralysis I would lump it in as being the same source of ability. That said if the lich cast a spell (a standard action) with a touch attack and then consequently held it or missed with it's free touch attack, The spell would stay charged until another spell was cast, it was discharged in a new touch attack or simply dismissed. In any event the subsequent charge should be usable the next round with the lich's (Su) touch attack discharging then with a successful hit. Likewise if the touch attack spell was cast with the Quicken metamagic feat I would allow either two touch attacks, the first carrying the spell, the second the lich's (Su) attack or let them do both effects with just 1 touch attack. (I would make the decision prior to any dice rolled though).
