Hello.
I have a Two-Weapon Fighter with the Improved Two-Weapon Fighting feat that just reached 11 level. Since he has the TWF Double Strike ability, does that mean he gets a Pri and Alt attack each at +11,+6, and +1? Or does he need to take the Greater Two-Weapon Fighting feat to get that last Alt attack at +1?

The two features have nothing to do with each other.
You may, with doublestrike, take a standard action to attack with both primary and off-hand weapons. It doesn't replace a normal single attack, so you can't use it for AOOs or as part of the full attack. It is just a different choice for your standard action attack (which normally performs just one attack).
With Two-Weapon Fighting and Improved Two-Weapon Fighting, your attacks are +11/+11/+6/+6/+1. You need Greater Two-Weapon Fighting to get a third offhand attack in the full attack sequence.

Yeah, it's only a trap depending on what your +hit is on that last attack. I have a Paladin NPC who gets +35 on that third offhand attack when he's buffed & smiting, so it's certainly worth it to him.
