Help building a Tamamo no Mae

Ok so trying to figure out a good way to build a monster/ npc with classes based on the Japanese myth of Tamamo no Mae. Essentially first trying to figure out something like a succubus like kitsune mixture? And the hard for the classes? Or perhaps a ninja as she was apparently working for a opposing daiyamo to assassinate the emperor.

Half Fiend Kitsune?

Either that or perhaps using the half succubus template in the Pathfinder Campaign Setting: Demons Revisited and perhaps add or merge that with a kitsune as the passion effect would work well to mimic the effect Tamamo no Mae had to drain away the emperors health away.
