What races can you play

1. all core races from the core rule book are fine

2. when I stared the PFS guide said that you could also play an
: 2a. Aasimar 2b. a Tengus, and 2c. Tiefling if you had the race Guide.

3. Is this changing are you no longer going to be able to play
Aasimar, Tengus, and Tiefling?

4. If this is so is there a way to grandfather in so that you can still
play Aasimar, Tengus, and Tiefling?

5. Are they opening up all of the race guide as an incentive for players to buy the book/

6. Are there any new races coming up

7. If you can't go to a big convention how do you get access to other races?

Still good. The new thing now is that there are a dozen different kinds of aasimar and tieflings, and they tend to be popular because they're incredibly customizable to get you exactly what you want.

Not that i've heard.

DM for an online convention. They crop up every once in a while

If you need to, you can also try running your own con! All you need is a minimum of 15 tables over a reasonable period (3-4 days) and each GM gets a special race boon. Just for a simple local run, it's not that difficult if you're willing to put the time into covering the 3 basics (location, GMs, and enough interest to fill tables). Talk to your regional VO for help and they can guide you through what you need to do :)

Changes of that magnitude would be made in an updated Guide to Organized Play. The plan is to update the Guide every Season at GenCon. So, if this is changing, it most likely wouldn't be until GenCon.
