HERE is the PRD entry, for a start. Diplomacy covers quite a bit, and is a very useful social skill. Probably more so than Bluff or Intimidate, which only have a few uses each.

Can you use diplomacy to change someones attitude enough to turn them into a friend?
No. The opinion lasts 1d4 hours. Contacts represents long-term diplomacy and is in the GM guide. Friendship is probably best through roleplaying.
With high enough diplomacy, it seems there is no limit to the secrets you can get.
I think it would be fair to interpret aid as "help, typically of a practical nature," rather than material/permanent aid.
I think the extreme end of this is best represented by James Bond films. You know when Bond meets the villain girl in the casino, ski slope, beach, and in minutes she is escorting him to the location of the main villain? That is give aid that can result in punishment.

I know this is slightly of topic but how would you roleplay with the GM to try and make a friend or contact. Is that just you and the GM talking it out IC with out any skills or abiliry scores involved?
