If you cast spectral hand and then resilient sphere surrounding yourself, can touch spells you cast within the sphere be delivered by the spectral hand that is outside the sphere?
No. The sphere blocks line of effect and - as it is a force effect - prevents even the incorporeal spectral hand from returning to you to receive the next spell for delivery.
