I started playing PFS at GenCon last year and had a really good time. I have since convinced a couple of my friends to create PFS characters. We want to attend an event this weekend, but the scenario being run is #4-7 Severing Ties that I played at GenCon last year with a level one character. I was going to make a new pathfinder to play with them because we all want to be level 3 by the time we hit GenCon this year and we want to play together.
I read the replay rules and I'm not sure what qualifies as a Tier 1 Scenario. Is it any scenario where you can play at level one, or is there a specific list somewhere?

I am not sure if there is a specific list.
A tier 1 scenario is one that can only be played by a first level character. First steps Part 1 In service to lore would be a Tier 1 scenario. #5-08 The Confirmation is another.
There are also a few modules that fit into that catagory. Crypt of the Ever flame, The God's mouth heracy and Murder's Mark, Master of the Fallen Forterss and We Be Goblins are also tier 1 modules.
The sanctioned part of Adventure Path #67 The Snows of Summer is for levels 1-2.
I believe the upcoming sanctioned part of AP #79 THe half dead city will be for levels 1-2.
I think there are probably some more details, but I'm tired and cant think of them at the moment.

Thornkeep: The Accursed Halls can also be replayed.
Generally anything described as 'tier 1' or 'tier 1-2' can be replayed/GMed for credit as many times as you like at 1st level (and once at 2nd level for those that are tier 1-2)
Scenarios of any other level range (tier 1-5, tier 1-7, etc.) are generally not available for replay, even if they have a 'subtier 1-2'. Severing Ties (tier 1-5, played at subtier 1-2) would fall into this category.
