It seems like a bearded devil can summon another bearded devil, and then that bearded devil another and so on.
If you have to fight one more bearded devil each round things can get crazy.
Hellknight Commanders can summon one at level 3. Does that mean that by doing so they can summon a whole infinite army of them for a limited time?

A summoned monster cannot summon or otherwise conjure another creature, nor can it use any teleportation or planar travel abilities.
So no, this would not work.
Also, there would be a finite amount of summons anyway. This is because Bearded Devils can each only summon another of their kind once a day. And there is a 50% failure chance. So one of them are going to fail eventually, and then you would have to start a new chain of Bearded Devils. IF that was how this worked (which it isn't)
edit: Now, admittedly, as Orfamay Quest touched on, the language of the summon ability is slightly different from the summon monster spell. But that language essentially goes out of its way to create a similar exclusionary rule. These things summoned via the summon ability last for an hour, and can't use summoning themselves for an hour.
