The corrupt ones would still be re-elected. Look at Jesse Jackson Jr., if he runs for the House after he gets of prison for "fraud, conspiracy, making false statements, mail fraud, wire fraud, and criminal forfeiture—having used about $750,000 in campaign money for over 3000 personal purchases that included a Michael Jackson fedora and cashmere capes," he would be re-elected by similar numbers to what he was re-elected by just 13 days before he resigned.
