Cleaving Finish and Vital Strike

Rules Questions

If a fighter uses Vital Strike, and it is enough to kill his opponent, can he use Cleaving Finish to make a second attack against another opponent, and if so, can that second attack be another Vital Strike? I know that Cleaving Finish triggers "if you make a melee attack," which I'm fairly sure that Vital Strike qualifies for, but I'm not sure whether the second attack would be allowed under Vital Strike's rules, which state that you can make one attack at your highest base attack bonus.

Cleaving Finish is in additional effect that happens regardless of how many actions you have left, so yes I think it would happen. It would not however get the effect of Vital Strike because Vital Strike is a standard action and can only be used as such.
