I've done some searching on the forums for this and while the issue has been brought up a little bit, I'm not sure that there's been an official statement on this.
In the Additional Resources for Ultimate Equipment says that both the Celestial and Elysian shield specifically are stated as not legal for play, but under the Advanced Race Guide they are still listed as legal. Does this imply that only Assimar's have access to these items or is it a situation in which they are not meant to be legal for play?
If there is an another statement on these items, please link them in this thread because I haven't been able to find one on the subject.

If the Additional Resources page lists it as legal in the ARG (which it does), then it's legal as long as you have that book. And Additional Resources further states that racial items are ONLY restricted to that race if the specific item says so (such as solidsmoke pipeweed for Halflings). So the Celestial Shield is open for anyone.

It's not so much that the ARG says they're legal, but that Ultimate Equipment section in the additional Resources says that they are not. Not only are the shields not legal, they are called out specifically (not just through page numbers) in the AR.
So in this case, the AR is saying two clearly different things. So then the questions are 1.) Are these items meant to be illegal for PFS, 2.) Are these items meant to be legal, but only for the Assimars, or 3.) Is this a case where one source was updated and the other was not.

If item A from book B is listed as not being legal, but the same item A from book Y is listed as legal, well then you need book Y to buy item A.
So, if you own the ARG, your characters can buy the item regardless of their race. If you only have Ultimate Equipment, no shield for you!
The only time that stuff is race restricted is if the description specifically says so or the Additional Resources entry specifically says so.
