What sort of roll would it take to sever a rope with a gunshot? Would it matter whether the gun used was a pistol or a rifle?

Nope.


A flat footed diminutive enemy with no armour has an AC of 18. That might be a good start if you`re also looking for how difficult you should make it.

FYI, it will be ridiculy easy. Maybe give the rope a little bit of bonus to AC to emulate a moving rope if someone is hanging on to it or even a slight miss chance.

If the rope is hanging still, it's got 0 Dex, for -5 to AC.


Even assuming it's Fine (since you're shooting at the thickness, not the bulk coiled up), that's
10 + 8 (fine) - 5 (0 dex) - 2 (object) = AC 11

However!
"if you take a full-round action to line up a shot, you get an automatic hit with a melee weapon and a +5 bonus on attack rolls with a ranged weapon."

So it would be AC: 11, but you got a +5 for taking the full round at range meaning effective AC: 6 (for ease of not altering your personal bonuses and such) with 0 hardness and 2hp/inch of thickness...a 1" rope is pretty decent....
