So I have an idea for a product that a 3PP might find interesting and I have a fair amount of the initial design work done already, but I wasn't sure what the process is for proposing such a thing.
Should I say what the product idea is in these forums and see if anyone is interested?
Should I privately message people and tell them what I have in mind to see what they think?
Should I not do something like this without building up credibility by doing assigned work beforehand?

The only thing I can add that hasn't already been said is this:
If anything, you need to build up credibility by pitching ideas and getting them published, in order to be given assigned work. Assigned work tends to go to staff writers, or reliable freelancers, so pitching your own ideas is really the most reliable way to break in and get a chance at doing something.
It's more a case of starting small - go to the smaller 3PPs that are more likely to be looking for people rather than having huge lists of freelancers, also consider writing for fan magazines such as Wayfinder in order to get something out there you can show as your work.

I recommend Interjection Games personally. He'll hear out anyone's idea and run/publish it. Done so for two classes we pitched him so far. :)
Aye, but running with a cool one paragraph high-level concept and handing a fellow a cut for his design are two different things. One's writer, one's publisher, and man, is the latter a learning curve. Granted, I am working with two people to get their designs published right now as a proof of concept, so I am indeed interested in developing the proper process for working with people like Daethor. That being said, both of those people know fully well that they're being guinea pigs :P
