Technically, there are two things in the way:
1. Only a multiclassed druid benefits from Shaping Focus.
2. Racial hit dice do not, as far as I know, contribute to your character level.
If this is for a monster, try assuming that it does, then compare the result to the CR tables and see how that turns out.
If this is for a PC, eh, let it slide if it'll be more fun.
Well then, you have the privilege and responsibility of deciding whether it works! Just be sure to compare the result with the guidelines and adjust the CR if necessary.
