I just want to make sure I've got the pricing right for an item I want to buy. If I have a +4 con belt(16,000), i believe that I'm allowed to add +2 dex to it(4,000), but the cost is increased by 1.5 for the cheaper enchantment. So assumming I have enough fame to be able to purchase 22,000gp items, I can upgrade my belt with +2 Dex for 6,000gp, correct?

The +'s have to be equal. so if you have a +4 con belt you can only add dex if it is also +4. This is because there is no item that is +4 con/+2 dex and there is no custom crafting in PFS. So if you have a +4 con belt you can only upgrade it to +6, or to a +4 belt of physical might (40,000) or +4 belt of physical perfection (64,000)

Also, those stones specifically call out their ability to stack with more of those stones. So I dont believe they will stack with a belt/headband, as both are enhancement bonuses.

I thought PFS let you upgrade your way up to a +4/+4 belt. I guess the rule I'm thinking of just lets you go from +4 to +4/+4, even though they are technically different items.
you could upgrade a +2 belt to:
a +2/+2 ora +4
you could upgrade a +4 belt to:
a +4/+4 or
a +6
You could upgrade a +2/+2 belt to:
a +2/+2/+2 or
a +4/+4
you could upgrade a +4/+4 belt to (if you have the Fame and Money!):
a +4/+4/+4 or
a +6/+6
so you have two paths to upgrade to a +4/+4 belt...
