Sorcerer's Robe with a ray bloodline power and magic missiles

Rules Questions

Sovereign Court

So I have a question about the Sorcerer's Robe. Here is the text of it, "This dapper robe enables a sorcerer to add the effects of her 1st-level bloodline power to spells she casts. As a swift action before casting a spell, the wearer expends one use of her 1st-level bloodline power and selects one target of the spell to be affected by that bloodline power. If the spell allows a saving throw, a successful save against the spell means the bloodline power deals half damage (if it normally deals hit point damage) or is negated (if it does not). The robe can be used up to three times per day."

Now my question is with my bloodline power being a ray do I still need to make the attack roll if I was to use it with a spell that will always hit like magic missile?

I don't see where it says you wouldn't need to hit with the spell. It just looks like it changes the way the saves for that spell may work. Since most rays and MM don't allow saves, that section doesn't apply to those spells.

No, you do not need to make an attack roll. The target of the spell is "affected" by the ability, not targeted by it.

For instance, if you had a touch range ability, you would not need to make a melee touch attack at 100' distance in order to use it through your spell.

IMO, these Robes are terrifically under-priced - they use the typical "5000gp for a feat" price on an extremely high-level 'monster' feat (10th caster level prerequisite), and add quite a few options in the delivery. You can even do odd things like giving a target of your haste spell your draconic claws for 1 round.
