I started running RotR Anniversary Edition for the first time yesterday and I have a few of my players asking about the race and ethnicities of the NPCs they encounter. While the book does give information on some of the NPCs it doesn't list all of them, I was wondering if anyone had compiled a list of the main NPCs and additional information about them.
Most of the ones in Sandpoint are Chelaxian unless otherwise specified, as far as I can tell. Some don't look it (the scarnettis look pretty Ulfen to me).
There are some native Varisians (the szcarni, Madame Mvashti, the Magravi family), some Shoanti (Belor Hemlock, Garridan Viskalai, Vachedi), and the Kaijutsu family are Tian. Otherwise, you can assume they're Chelish or mixed Varisian/Chelish (Aldern Foxglove).

I generally go off last names to guess in places where it's not specified, but as others have mentioned the ethnic makeup is largely Chelish, Varisian, with a sprinkling of Shoanti or some mix of those. Given the fact that it's a port town I wouldn't be surprised to see a few Ulfen faces as well, and the town's nobility (with the exception of the Kaijitsu family) is stated as Chelish in origin by way of Magnimar.
