Other than the feats what other ways are there to reduce the penalties for 2 weapon fighting?
Are there magic properties?
Special materials, like how mithril acts for armour?
Other feats and stuff?
I am playing a PC using Dorn Dergar and will be pursuing the DD Master feat. That leaves me with a -4/-4 penalty after I get 2 weapon fight feat. I would like to reduce it further.
I know of the 2weapon archtype for fighters, but that does not kick in until level 11.

Interesting, they would reduce the penalties for the off hand weapon by 2, so becoming -4/-2

Nothing comes to mind that would specifically reduce twf penalty but:
- weapon focus/greater weapon focus will be your friend and help
- enchantment bonus over abilities will be your friend
- weapon training for a fighter will be your friend.
It's definitely not going to be the highest hitting build around, but you should be solid enough, especially when you do hit.

Yeah, all those are standard ways to up your ability to hit. Was hoping that there may be other more obscure ways that people knew to reduce the penalties.
Already have Weap Foc: DD (it is a pre-req for DD Master)
Will also be going Weapon Master to get bonus' to hit/dmg earlier and faster.
I don't do the math so am not quite sure of the dmg/rnd ratio stuff but the build was made with a fun picture and decent damage potential.

With Mythic you can learn the Mythic TWF feat.
Two-Weapon Fighting (Mythic)
With deft strikes, you gain an advantage over your foes beyond mere damage.
Prerequisite: Two-Weapon Fighting.
Benefit: As an immediate action, you can expend one use of mythic power to negate the penalties on attack rolls for two-weapon fighting for a number of rounds equal to your tier.

At 4,000 gp the cracked version of THIS GEM gives you a nice little boost to your attacks.
There's also a Regional TRAIT that might be useful.
Though those are just general buffs and can apply to anyone.
The gem mentions attack OR saves, not attack AND saves. Wonder why? It is also a competence bonus. We have a bard giving the same bonus.
While some of these are not usable I appreciate the help.

Improved Balance (Ex): At 11th level, the attack penalties for fighting with two weapons are reduced by –1 for a two-weapon warrior. Alternatively, he may use a one-handed weapon in his off-hand, treating it as if it were a light weapon with the normal light weapon penalties. This ability replaces armor training 3.
Perfect Balance (Ex): At 15th level, the penalties for fighting with two weapons are reduced by an additional –1 for a two-weapon warrior. This benefit stacks with improved balance. If he is using a one-handed weapon in his off hand, treating it as a light weapon, he uses the normal light weapon penalties. This ability replaces armor training 4.

Yes, but that is too late. I am trying to lower the penalties earlier.
I weighed the 2 weapon fighter and weapon master archetypes. In the end weapon master won by the reason that my bonus to weapon attack and damage are always on. I don't get the bonus to attack/damage, via 2 weapon fighter, unless I am full attacking with both weapons. Since the plan is to weild 2 chain flails exclusively it is better to have the always on bonus.

but is it chosen at time of "creation"
The normal and one that is slightly lesser goes just changes the type of bonus. The cracked changes the bonus AND makes it go from attack, saves, skill and ability checks to either attack or save.
