If I ever call 911 about one of my cats, hopefully the cops just shoot me and put me out of the gene pool. I don't care if the thing is 22 pounds, it's still just a house cat and easily defeated with a spray bottle of water. Heck, a denim jacket and some gloves and a good grapple roll ought to do until you can toss the thing outside.
There's a big tom that stalks around this neighborhood and tries to pick fights with my 13 year old neutered male cat. He's probably around the size of that cat in the news story, big black thing. For him I just use a whole mug of water. Works every time.
