Gah! Forum ate my post.
Short answer: corruption is hard to get rid of once it's there, and picking buildings that increase it is the price you have to pay for the benefits those buildings provide.
Other answer: ask Jason Nelson (and possibly Sean K Reynolds) why, but I suspect the answer is "none of the buildings should reduce corruption, but the ones that increase it should".
Suggestion: house rule an anti-corruption mechanic. Instead of modifying Unrest, the Royal Enforcer may choose to attempt to modify Corruption in a single settlement in the "Modify Unrest" step of the Upkeep Phase. It uses the same mechanics as the RE's ability to reduce unrest, including the consequences of failure.
