Dustform: go incorporeal for defensive benefits but still cast spells with full effectiveness

Any of the alignment spells depending on how much higher your caster level is than the partys hd
Waves of ecstacy: aoe stun/stagger with a partial affect on a successful save

Stormbolts: fort based aoe dmg and stun
Greater spell immunity: if the guy would have reason to know spells the pcs favor

Mass heal
Overwhelming presence: like waves of ecstacy but better
And of course summons/planar ally and create undead (with a way to control them) for flunkies.

Probably the most effective (and nasty) thing your level 20+ Divine Caster can do to the party is find out where they are, get near-but-not-too-near, then cast five+ consecutive Summon Monster ... spells topped off with a bunch of nice buff spells (many listed above). Hold the monsters back, out of sight, until all the casting is done. Then order all the summoned monsters to attack together, Word of Recall away, then tune in to your favorite scrying channel to watch the fun. Like this, only be thorough about it.
Your caster has enough spells to do that several times. This might not defeat the PCs, but it will wear them down and exhaust their resources.
Have some sort of especially nasty plan to hit them with once their resources are depleted.
Under no circumstances allow them to learn your Divine Caster is even present. Certainly don't let them get in melee range. Have a nice body-double prepared, to draw the heat.
Also, don't forget to have your caster have numerous other, reliable allies. Make good use of Summon Planar Ally.
